4th Avenue Underpass Schedule

  1. Vacate bus depot property.
  2. Utility contractor to relocate buried electric, telephone, water, sewer and natural gas lines. The existing underground lines beneath Toole Ave. will be relocated south across Congress St. on the Herbert Ave. alignment and east in Broadway Blvd. to South Fourth Avenue. Traffic will be maintained on Congress and Broadway but there will be some lane restrictions. 4 months
  3. Construct the north half of the new Fourth Ave. Underpass. Traffic is maintained through the old underpass and on Congress Street. Construct the new lanes and traffic signals to convert Broadway to 2-way traffic west of the Broadway Underpass. 7 months
  4. Construct the railroad shoofly (train track detour) to the north of permanent tracks and switch the trains onto the shoofly. 1 month
  5. Build the south half of the new Fourth Ave. Underpass. Close Congress from just west of the Broadway Underpass to just east of existing Fourth Ave. intersection to construct the new connection of Congress from the Broadway Underpass to the new Fourth Ave. Underpass. Construct the new Fourth Ave. connection from the new Fourth Ave. Underpass to Broadway. Maintain traffic through the old Fourth Ave. Underpass to Congress and Toole. 7 months
  6. Open the new Fourth Ave. Underpass, open Congress from the Broadway Underpass to the new Fourth Ave. Underpass, and open the new Fourth Ave. connection from the new underpass to Broadway. Close the old Fourth Ave. Underpass and close Congress from just west of the new underpass to just east of Hotel Congress. Strengthen and rehabilitate the old Fourth Ave. Underpass as quickly as possible, switch the trains back onto the permanent tracks and remove the shoofly. Construct the intersection of Congress and Toole and the trolley tracks on Toole to the Historic Railroad Depot. Traffic is maintained on Toole from Fifth Ave. to the west. 7 months
  7. Open Congress and Toole and open the rehabilitated old Fourth Ave. Underpass, restricted to use by pedestrians only. Begin trolley service to the downtown area. Project is complete. 1 month
