THE TWELVE ELIGIBLE TRANSPORTATION ENHANCEMENT ACTIVITIES

(The term 'transportation enhancement activities' means, with respect to any project or the area to be served by the project, any of the following activities if such activity relates to surface transportation)

1. PROVISION OF FACILITIES FOR PEDESTRIANS AND BICYCLES.
This does not include typical construction elements of a roadway such as; travel lanes, traffic signals, crosswalks, etc. You cannot use enhancement funds to pay for additional right of way on projects where there is parking in the right of way.
2. PROVISION OF SAFETY AND EDUCATIONAL ACTIVITIES FOR PEDESTRIANS AND BICYCLISTS
Activities must have a broad and preferably regional target audience.
3. ACQUISITION OF SCENIC EASEMENTS OR HISTORIC SITES
(which possess significant aesthetic natural, visual or open space values. Historic properties must be eligible or listed in the National Register of Historic Places) It is preferred that projects in this category be listed as a State designated Scenic or Historic Road.
4. SCENIC OR HISTORIC HIGHWAY PROGRAMS (INCLUDING THE PROVISION OF TOURIST AND WELCOME CENTER FACILITIES)
ADOT does have in place a Parkways, Historic, and Scenic Roads Program. This program does have a separate grant program for projects on those routes that have been designated by the State/ADOT. Any project under this activity must be on a State designated Scenic or Historic road.
5. LANDSCAPING AND OTHER SCENIC BEAUTIFICATION
This is for primarily native and non-native plant landscaping activities. You can include site furniture such as benches, trash receptacles, etc. Stand-alone public art is not considered scenic beautification. You can include some art as part of a project but it is not eligible as a separate category under Transportation Enhancements. Public art has been included in the new Transit Enhancements funding program under the new TEA-21 legislation. Maintenance of landscaping does not qualify under this program.
6. HISTORIC PRESERVATION
Any work under this category must have a strong transportation link either past, present or future.
7. REHABILITATION OF HISTORIC TRANSPORTATION BUILDINGS, STRUCTURES, OR FACILITIES (INCLUDING HISTORIC RAILROAD FACILITIES AND CANALS)

NOTE: THESE ARE THE ONLY ITEMS ELIGIBLE FOR TRANSPORTATION ENHANCEMENT FUNDING. INCLUDING ELEMENTS NOT LISTED ABOVE MAY RESULT IN THE DISQUALIFICATION OF THE ENTIRE APPLICATION. PROJECT GENERAL DESCRIPTION

ABSTRACT OF PROJECT: DO NOT EXCEED 150 WORDS. INCLUDE LENGTH, NUMBER OF ACRES, ETC.

Segments of south 6th Avenue that run north and south from the I-10 Freeway overpass have received enhanced roadway improvements, including concrete brick sidewalks. The purpose of this project is to join these two roadway segments with a matching enhanced pedestrian approach to and on the I-10 bridge.

Four elements of this project are:

  1. Replace the narrow concrete sidewalks with matching 10 foot wide concrete brick sidewalks from the end of the City's right-of-way to the curb cut at the I-10 Freeway on/off ramps. This treatment will make the northwest approach segment ADA accessible to wheelchair users.
  2. This project would add decorative elements to the parapet and add an artist-designed fence similar to the one on the Miracle Mile/I-10 bridge.
  3. The project will replace the chain-link fence connecting the frontage road fence to the artist-designed bridge fence.
  4. The parapet and the bridge will be painted.

  1. Location: 6th Avenue and I-10 overpass bridge plus the four pedestrian approaches from the City’s right-of-way to the curb cuts on the freeway on/off ramps.
  2. This project is NOT on a planned or under-construction corridor. The bridge, sidewalks, and roadway are constructed. The northwest approach, however, is NOT ADA accessible.
  3. This project involves the design of approximately 350 feet of concrete brick sidewalk at the four pedestrian approaches to the bridge and 650 feet of new fencing on the bridge and approaches.
  4. There is enough ADOT right-of-way for this project.
  5. There are NO drainage issues in this project.
  6. NO utility relocations will be needed.
  7. Assuming the project is awarded in January 2003, the proposed timetable for completing the project is as follows:
    • To meet initial enhancement requirements—design concept report (DCR) and environmental clearances, 12 months.
    • Project design, 4 months
    • Selection of contractor, 6 months
    • Project construction, 4 months

15. How will the project be maintained? All projects will require a signed Inter-governmental Agreement (IGA) prior to project construction. The following information is required for completing an IGA. The following information is required for completing the IGA. Please answer all questions listed by describing how the project will be maintained and repaired after completion.

  1. The City will maintain this project in the same manner as it maintains the sidewalks to the north and south of the bridge.
  2. The source of funding for maintenance will be out of the normal maintenance line item for maintaining all streets and sidewalks in the City.
  3. City of Tucson, Transportation Department, Street Maintenance will be responsible for maintenance and repair of the sidewalks and fencing.
  4. It is expected that pedestrian usage will increase along this corridor as a result of improved pedestrian amenities along 6th Avenue. This project will join the north and south segments into one attractive, ADA accessible pedestrian walkway.

16. Describe why the project is an enhancement and how it relates to the transportation infrastructure of the community, region and / or state. (See question number 9)

Again – all projects must relate to surface transportation

This project is an enhancement because it improves the pedestrian experience crossing from one side of the bridge to the other and makes the northwest approach ADA accessible to wheelchair users. This project will also improve the visual experience of vehicular traffic traveling under the bridge in both directions on the I-10 Freeway and by vehicles crossing above on the 6th Avenue bridge. This project would enhance this southern vehicular and pedestrian gateway into Tucson just as the Miracle Mile sun-silhouette fence enhances the northern gateway—the two fence treatments together would be like bookends with the City’s important intersections held between.

17. Describe how the community was or will be involved in this project. Please include the following: Community involvement in the design process, consultant selection, project identification, or implementation. Is the project listed in any planning documents that had extensive public participation?

This project is not listed in any planning documents that had extensive public participation. However, the Council Member of City of Tucson Ward 5 has memory of a conversation he had with ADOT engineers at the time the 6th Avenue overpass had been designed. That conversation occurred when it was learned that an enhanced pedestrian fence was NOT part of the bridge design and that this element "would be added later." The Ward 5 office and constituents believe building this enhancement will correct this inadvertence.

The scope of this project includes gathering further input from the surrounding neighborhoods, businesses, and other stakeholders.

18. Describe how this project will benefit the community and result in an improvement of the existing conditions. How many people will use the proposed project?

Building an ADA accessible segment of sidewalk on the northwest side will allow wheelchair users to avoid crossing 6th Avenue before being able to cross the bridge. It is a benefit to the entire community to continue the effort to create a barrier-free transportation infrastructure for persons with disabilities. This project would make this intersection TOTALLY accessible—an important social and political milestone in the on-going effort to make Tucson’s transportation system barrier-free.

It would also benefit those persons living in the southern sections of Tucson because it would provide them with a pleasing visual enhancement in their neighborhood just as there is a visual enhancement in the northern community. Creating this enhancement would provide a sense of equity when it comes to ADOT’s efforts to mitigate the adverse affects of the I-10 Freeway on local businesses and neighborhoods.

19. Describe the benefits to safety, if applicable. A "not applicable" response to this question will not negatively bear on selection.

For wheelchair users traveling south on the west sidewalk, there are direct safety benefits. Currently, a southbound wheelchair user must cross 6th Avenue to the east sidewalk in order to cross the bridge. The completion of this project will allow wheelchair users to continue southbound on the west sidewalk without interference.

20. Is the proposed project listed on or does it meet criteria for any local, state, or Federal Historic or Scenic designations? If so, please identify the specific designation (s) and limits and briefly describe why the proposed project qualifies. 21. Why should this project be funded? Using your best judgement describe why the project should be funded. Keep in mind that this is a transportation program.

This project should be funded because

  • It makes this busy intersection fully ADA accessible
  • It provides a visual vehicular and pedestrian enhancement on Tucson’s southern transportation gateway
  • It establishes equity in the distribution of visual enhancements that helps mitigate the adverse affects of the I-10 Freeway; i.e., this project would construct an artist-designed pedestrian fence for constituents living in the southern neighborhoods of Tucson like the one enjoyed by those living in the northern neighborhoods of Tucson

22. Is this project a one-time opportunity, or will the project protect a threatened resource? A "no" response to this question will negatively bear on selection. If yes, please describe?

While this is not a one-time opportunity, it is currently an important issue with Council Member Steve Leal and the constituents of Ward 5. The affect of building this enhancement at this time would be to realize an expectation that has been held for many years. A great deal of goodwill and confidence would follow.

    Must qualify under one or more of these conditions. Explain how project qualifies under one or more of the above federal standards:

    • Proximity: 6th Avenue and I-10 bridge
    • Function: Make the bridge fully ADA accessible and provides visual enhancements for vehicles and pedestrians
    • Impact: Removes a barrier to wheelchair users and fulfills a citizen expectation to provide visual enhancements that mitigate adverse effects of the I-10 freeway
  3. Project over and above normal transportation project? (Typical landscapeing, mitigation type activities that are a normal part of a transportation project are ineligible). YES
  4. Project Sponsored by Government Entity? YES
  5. Project is not inconsistent with applicant's plans? YES

IMPORTANT REMINDERS

  • All projects on ADOT right-of-way must be signed by the appropriate District Engineer and require a support letter included within the application.
  • ADOT cannot perform maintenance activities on transportation enhancement projects. The local agency will be required to cover all maintenance activities.
  • A review fee of $5,000.00 will be required when selected/approved projects are scoped. This fee is used to cover ADOT review costs. The fee should be submitted with the initial project scoping document.
  • All construction type projects are required to obtain utility, right of way, and environmental clearance.
  • Non-construction projects still require environmental clearance.
  • Projects using Enhancement funds for DESIGN cannot go beyond the 30% design stage without obtaining environmental clearance.
  • PLEASE NOTE: This is a reimbursable program, NOT A GRANT PROGRAM. Project construction costs are typically put into place prior to advertisement of bids.
  • Only ADOT will be allowed to advertise projects on ADOT right of way.
  • For State projects ADOT is considered the project sponsor.
